Accessibility statement

This accessibility statement applies to content hosted on the tfwm.org.uk (also known as legacy.wmnetwork.co.uk and networkwestmidlands.com) domain.

This website is run by West Midlands Combined Authority. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts in your browser
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand following Plain English guide.

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • you cannot modify the line height or spacing of text
  • most older PDF documents are not fully accessible to screen reader software
  • some of our online forms are difficult to navigate using just a keyboard

Technical information about this website’s accessibility

West Midlands Combined Authority is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

We plan to make our PDF application forms accessible by July 2021.

Disproportionate burden

Area maps

There are PDF maps of each area and city centre of the West Midlands. The maps show road names, points of interest and public transport information. For example, bus routes, tram stops and rail stations.

We’ve assessed the benefit of fixing the issues with these maps. We believe that doing so would be a disproportionate burden within the meaning of the regulations, as it would provide little benefits for persons with disabilities.

We offer the same information in a more accessible format in our plan a journey and find a timetable services.

Legacy services

We class services which are planned to be replaced by the end of 2022 as legacy services.

These services are:

  • Apply for a Direct Debit
  • Find a stop
  • Find a Swift ticket
  • Find a timetable
  • Find a ticket
  • Plan a journey

We’ve assessed the cost of fixing the issues with our legacy services. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations.

Non-compliance

Our terms and conditions and policies use complicated language. We're working to rewrite these.

Some interface elements do not have sufficient colour contrast. For example, buttons, text and hovering on buttons.

Some text does not use a sufficient weight.

The service is difficult to navigate using a keyboard or screen reader software. For example, some blocks of content do not have a defined role or tab order does not follow logical order.

Forms are difficult to navigate using a keyboard. For example, because some form controls are missing a ‘label’ or ‘select’ tag and some form inputs are not grouped.

Some buttons and accordions cannot be selected using a keyboard.

The service might not display correctly in system high contrast mode due to the way pages are styled.

Some automatically generated links do not make sense out of context. For example, links to read more details about, or buying a specific ticket.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services and application form PDFs. By April 2022, we plan to either fix these or replace them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix the Workwise Travel Resource Package Guide.

Any new PDFs or Word documents we publish will meet accessibility standards.

Preparation of this accessibility statement

This statement was prepared on 12 August 2020. It was last reviewed on 14 June 2021.

This website was last tested on 12 June 2021. The test was carried out by the Digital and Data department at West Midlands Combined Authority.

We used this approach to decide on a sample of pages to test:

  • All content pages are built on templates
  • We checked all live content pages and created a list of common templates
  • We chose an example for each template which used the most template functionality.
